The 10‑Point Plan (also known as Maryam Rajavi’s Ten‑Point Plan) is a comprehensive political roadmap for Iran’s future, authored by
Mrs. Maryam Rajavi, President‑elect of the
National Council of Resistance of Iran (NCRI).
First introduced in 2006 at a session of the Council of Europe, it has since become the most widely recognized vision for a democratic, secular, and non‑nuclear republic to replace the current theocratic regime.
More than a list of goals, the plan serves as a foundational charter for a transitional government committed to protecting human rights, ensuring gender equality, upholding the separation of religion and state, and holding free elections within six months of regime change. Its principles, rooted in the Universal Declaration of Human Rights, have been widely acknowledged as a credible framework for a free Iran by an extraordinary global coalition. This support includes more than 4,000 parliamentarians worldwide, encompassing multiple parliamentary majorities, as well as over 100 world leaders.
Furthermore, the plan’s credibility is strengthened by endorsements from the international scientific and legal communities, including more than 100 Nobel laureates and prominent human rights advocates. These endorsements, echoed in resolutions by the U.S. Congress and several European parliaments, collectively affirm this framework as a viable and compelling path toward a democratic future.
1. Rejection of Clerical Rule and Velayat‑e Faqih
This vision rejects the entire system of clerical rule, including the doctrine of velayat‑e faqih, and affirms the sovereignty of the people as the foundation of a future republic. Power must return to citizens through free, competitive elections, and any transitional authority is obligated to prepare the conditions for transferring governance to the elected representatives of the nation.
2. Freedom of Speech and Assembly
A free society requires unrestricted political and civil liberties, including open expression, independent media, free association, and unrestricted access to the internet. Achieving this demands the dismantling of all organs of repression—including the IRGC, Qods Force, Basij, and MOIS—so that every citizen can participate in public life without fear.
3. Defense of Human Rights and Abolition of the Death Penalty
Human dignity must be protected through full adherence to internationally recognized human rights standards. This includes ending censorship and ideological policing, abolishing torture and the death penalty, and ensuring justice for victims of political killings and state violence through transparent and impartial legal processes.
4. Separation of Religion and State
A democratic future depends on the complete separation of religion from the machinery of the state. No belief system may hold political privilege, and all individuals must be free to practice—or not practice—any faith. Governance must be grounded in citizenship, not religious identity.
5. Gender Equality and Women’s Leadership
Women and men must enjoy absolute equality in all aspects of life—political, social, cultural, and economic. Women must have equal access to leadership roles, full autonomy over personal choices including dress, marriage, and divorce, and equal opportunities in education and employment, with all forms of gender‑based discrimination eliminated.
6. Independent Judiciary and Modern Legal System
Justice requires an independent judiciary free from ideological influence or political interference. Courts must operate on the presumption of innocence, guarantee the right to defense, and conduct public trials. Discriminatory laws and exceptional tribunals—including Revolutionary Courts—must be abolished.
7. Autonomy and Equal Rights for Iran’s Nationalities
All ethnic and national communities of Iran must be guaranteed equal cultural, social, and political rights. Ending historical discrimination means recognizing genuine local autonomy, protecting linguistic and cultural heritage, and ensuring meaningful participation within a unified Iran.
8. Economic Justice and Opportunity
A dynamic economy must combine the principles of a free market with social justice. Every citizen should have equal opportunity to work and prosper, while corrupt monopolies tied to regime institutions are dismantled.
9. Environmental Protection and National Restoration
Rebuilding Iran requires urgent action to restore an environment damaged by decades of mismanagement. Sustainable policies must safeguard water, soil, air, and biodiversity while prioritizing long‑term ecological resilience.
10. A Non‑Nuclear Iran Committed to Peace
Iran’s future must be free of nuclear weapons and all weapons of mass destruction. Foreign policy must be rooted in peaceful coexistence and international cooperation.
